{"id":57,"date":"2023-04-12T03:45:50","date_gmt":"2023-04-12T03:45:50","guid":{"rendered":"https:\/\/dbhds.virginia.gov\/facilities\/esh\/?page_id=57"},"modified":"2023-08-04T13:41:21","modified_gmt":"2023-08-04T13:41:21","slug":"stormwater-management-plan","status":"publish","type":"page","link":"https:\/\/dbhds.virginia.gov\/facilities\/esh\/stormwater-management-plan\/","title":{"rendered":"Stormwater Management Plan"},"content":{"rendered":"\n<p><strong>Illicit Discharge Detection and Elimination<\/strong><\/p>\n\n\n\n<p>An illicit discharge is defined as any discharge into a storm drain that is not composed entirely of stormwater.&nbsp; The MS4 program at Eastern State Hospital (ESH) strives to address public and individual concerns on stormwater impacts and encourages the community\u2019s contribution regarding illicit discharges.&nbsp; &nbsp;The discovery and reporting of possible hazardous runoff conditions is essential to the reduction of pollutants in local waterways. &nbsp;In order to detect and eliminate both direct and indirect illicit discharges, ESH has developed an Illicit Discharge Detection and Elimination (IDDE) Program, which relies strongly on regular inspections and public input. If you would like to report possible or suspected illicit discharges, please email&nbsp;<a href=\"mailto:William.Jennings@dbhds.virginia.gov\">Dewey Jennings<\/a>&nbsp;or call Buildings and Grounds at (757) 253-5277.<\/p>\n\n\n\n<p>For more information, refer to the EPA\u2019s factsheet on\u00a0<a href=\"https:\/\/www3.epa.gov\/npdes\/pubs\/fact2-5.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Illicit Discharge Detection and Elimination<\/a>.<\/p>\n\n\n\n<p><strong>Construction Site Stormwater Runoff Control<\/strong><\/p>\n\n\n\n<p>Eastern State Hospital (ESH) is required to develop, implement and enforce a program to reduce the discharge of pollutants associated with construction activity into their municipal separate storm sewer system (MS4). \u00a0Erosion and Sediment Control (ESC) and Stormwater Management (SWM) Programs are integral components of all design, construction maintenance, and management of facilities.
