تساعد إعفاءات الخدمات المنزلية والمجتمعية (HCBS) الخاصة بإعاقات النمو في فرجينيا الأشخاص المؤهلين الذين يعانون من إعاقة في النمو (DD) على تلقي الخدمات والدعم في المجتمع. تمول الإعفاءات مجموعة متنوعة من أشكال الدعم بما في ذلك تلك التي:

بمجرد أن يتم تخصيص مكان للفرد في الإعفاء من ال DD Waiver، سيتلقى الفرد الرسالة التالية من إدارة DBHDS.

هناك ثلاثة إعفاءات متاحة للأفراد الذين يعانون من إعاقة في النمو: 

  • التنازل عن استقلالية البناء (BI), 
  • الإعفاء من الدعم الفردي والأسري (FIS)، و 
  • الإعفاء من العيش المجتمعي (CL). 

Virginia currently has a waiting list to receive a waiver. The first step to learning more about waivers or to be screened and assessed for waiver services is to contact your local Community Services Board (CSB) or Behavioral Health Authority (BHA).  


Supports Intensity Scale® (SIS®)

The SIS is a validated assessment tool for people with intellectual and developmental disabilities, specifically designed to measure the pattern and intensity of supports needed by persons with disabilities to be successful in areas of life. A SIS assessment is required for nearly everyone who receives DD waiver services. Virginia uses the SIS-A 2nd Edition for all new adult assessments. 

The sample SIS-A 2nd Edition Summary Report provides an example of the report that is available after the completion of a SIS-A 2nd Edition assessment.

If the SIS was conducted prior to October 1, 2024, the sample SIS Family Friendly Report provides an example of the information the SIS Interviewer collected during a SIS-A interview.  

The American Association on Intellectual and Developmental Disabilities (AAIDD) is the publisher, copyright holder and sole owner of the SIS.  

The document at the following link illustrates how the information gleaned from the SIS is used to determine individuals’ “support need levels” and corresponding “reimbursement tiers” for certain DD waiver services.

لجنة تخصيص خانات الإعفاء (WSAC)

A Waiver Slot Assignment Committee (WSAC) is the impartial body of trained volunteers established for each locality or region with responsibility for recommending individuals eligible for a waiver slot according to their urgency of need.

All WSACs are composed of community members who are not employees of a CSB or a private provider of either support coordination or waiver services and are knowledgeable and have experience in the developmental disabilities service system. The individual who has the highest need, as designated by the WSAC, is recommended for the available waiver slot.
